• 摘要：

• 中国共产党第十八次全国代表大会（以下简称党的十八大）以来，新疆维吾尔自治区（以下简称自治区）党委坚持把保障人民健康放在优先发展的战略位置，以一切为了人民健康为中心，从深化医药卫生体制改革出发，不断完善卫生健康服务体系，努力提升卫生健康服务水平，稳步提高公共卫生服务能力，连续六年为全区各族群众开展健康体检，做到疾病“早发现、早诊断、早治疗、早预防”。全区孕产妇死亡率连续6年呈下降态势，创造了自治区历史最好水平。人均预期寿命由2010年的72.35岁增长到2020年的75.65岁。截至2020年底，全区共有医疗卫生机构15 631个（不含兵团），其中医院、卫生院1 633个，中医类医疗机构129个，妇幼保健院（所、站）106个，专科疾病防治院（所、站）3个。医院、卫生院拥有床位16.05万张，卫生技术人员16.32万人，分别较2012年增长45.63%、43.83%。截至2021年，全区职工、城乡居民基本医疗保险参保率达到95%以上，基层医疗机构基本药物使用率达到100%。基本公共卫生服务覆盖全区，基本公共卫生服务标准由2012年的人均25元提高至2021年的79元，乡镇卫生院和村卫生室标准化建设不断推进，医疗惠民不断深入，三级医院对口帮扶不断强化。通过一系列举措，新疆医疗卫生事业取得了长足发展，人民群众健康水平持续提高，获得感和幸福指数大幅提升。这一系列成果的取得都体现了中国共产党人民至上、一切为了人民健康的初心和使命。

• Since the 18th Communist Party of China National Congress, the Party committee of Xinjiang Uygur Autonomous Region (hereinafter referred to as the autonomous region) has insisted on giving priority to the protection of people′s health in the strategic position of development, and centered on the all for people′s health. Starting from deepening the reform of the medical and health system, the Party has continuously improved the medical and health service system and significantly enhanced the level of medical and health services, steadily developed the public health service capacity, and carried out health examinations for people of all ethnic groups in the region for 6 years, so as to achieve "early detection, early diagnosis, early treatment and early prevention" for diseases. The maternal mortality has been declining for 6 years, creating the top level in the history of the autonomous region. The average life expectancy has increased from 72.35 years in 2010 to 75.65 years in 2020. As of the end of 2020, there were 15 631 medical and health institutions in the region (excluding the corps), including 1 633 hospitals and health centers, 129 traditional Chinese medicine medical institutions, 106 maternal and child health care centers (institutions, stations), and 3 specialized disease prevention and  treatment centers (institutions, stations). The hospitals and health care centers have 160 500 beds and 163 200 health technicians, with an increase of 45.63% and 43.83% respectively over 2012. By 2021, the participation rate of basic medical insurance for employees and urban and rural residents in the district reached more than 95%, and the utilization rate of basic medicines in primary medical institutions reached 100%. Basic public health services cover the whole region. The per capita standard for basic public health services has been raised from 25 yuan in 2012 to 79 yuan in 2021. Those promote the standardized construction of township hospitals and countryside clinics, strengthen counterpart assistance in tertiary hospitals , and continue to deepen medical benefits to the whole people. Through a series of efforts, Xinjiang′s medical and health services have made great progress, the health level of people has continued to improve, and the sense of gain and happiness index have been greatly grown.
